Starting November 3, 2025, all professionally sealed products must be vetted and approved in order to be sold on Whatnot. Here’s a look at the new Whatnot repack rules and what they mean for buyers, sellers, and manufacturers.
Whatnot’s New Rules for “Professionally Sealed Surprise Products”
The new Whatnot repack rules put restrictions on the type of repacks that can be sold on the platform. Although the new policies seem strict, they’ll ultimately provide some much-needed oversight that will benefit the hobby in the long term.
Right now, anyone can assemble a mystery box and claim it has a certain value. There’s no checks and balances system that ensures a seller is both accurately describing the product and fulfilling the value they’re claiming. This has left the door open for scammers who are looking to take advantage of unsuspecting customers and rip people off.
The new Whatnot repack rules, requiring that all “professionally sealed surprise products” be pre-approved, go into effect on November 3, 2025. This includes any and all sports and Pokémon mystery packs used as giveaways, included in breaks, or sold on Whatnot. Implementing this rule will help ensure that repacks are produced by reputable companies that guarantee the accuracy of their repacks.
Once the product is vetted and approved, it will be placed on Whatnot’s “Identified Product List.” After November 3, 2025, any repack sold on Whatnot must be on this pre-approved list. If the repack is not on the list, it cannot be sold on Whatnot.
How Do I Get My Repacks Approved By Whatnot?
There are several steps required to get your repacks approved by Whatnot. The first step is to figure out if you’re a manufacturer or a seller, because you can’t be both. Starting November 3, 2025, Whatnot will require clear separation between the manufacturers producing the repacks and the people selling them on Whatnot. This separation of manufacturers and sellers must be met in three distinct ways: business entity separation, personnel separation, and physical separation.
With the distinction between manufacturers and sellers in mind, only manufacturers can request to be added to Whatnot’s Identified Product List. After submitting a form, Whatnot will evaluate manufacturers based on whether they have “sufficient business and operational controls in place to ensure their product information is consistently accurate and reliable.” According to Whatnot, this will include “factors such as organizational structure, public-facing product documentation, manufacturing procedures, and the overall maturity of business operations.”
In the interest of fairness and transparency, both buyers and sellers must have no knowledge of what’s in the repacks. This is why Whatnot requires distinct separation between manufacturers and sellers. Whatnot aims to accomplish this by requiring an independent, third-party auditor to certify that there is business entity separation, personnel separation, and physical separation between manufacturers and sellers.
The other requirement manufacturers must fulfill to manufacture a Whatnot approved repack is to publish an online checklist detailing the cards in the series of repacks. All repacks opened on stream must contain only items listed in the published checklist. The checklist should include the card year, set, player or character name, variation, and grade (if applicable).
Buying Whatnot Approved Repacks After November 3, 2025

How to Sell Repacks on Whatnot After November 3, 2025
Once Whatnot’s repack rules go into effect, sellers will not be able to give away, break, or sell repacks that are not on the Identified Product List. If the repacks you sell are already on the list of Whatnot approved repacks, no changes are needed.
Because there was only about a month between the announcement of these new rules and when they go into effect, Whatnot will temporarily include some products on the Identified Product List with a provisional label. Manufacturers of these repacks will have completed the required paperwork but are waiting for auditor approval. These products can be sold on Whatnot, but be sure to check the list frequently because “provisional inclusion does not guarantee the product will remain on the list for any period of time.”
How the Whatnot Repack Rules Impact Manufacturers
The new Whatnot repack rules have the biggest impact on manufacturers. They must submit the required paperwork to prove that there is business entity separation, personnel separation, and physical separation between the manufacturer and seller.
Once the required paperwork has been submitted and approved, manufacturers will need to undergo a review by an independent, third-party auditor. If the manufacturer passes the audit, Whatnot states that it is “valid for one year and applies across all series of that product.”
